For now, cableTV boxes and even Blu-ray players will also allow analogue output at up to 1080i resolution. The problem with this solution is that it is short-term and does not take into account the fact that users of Blu-ray players may find their analogue video outputs limited to 480p at some point down the road.
HDMI is not inherently better than component video (YPbPr), however many of the new video formats are only allowing the highest resolution to be output via HDMI since it contains DRM (digital rights management - copy protection) unavailable on analogue component outputs.
Most Blu-ray players, including the PS3 include the ability to output up to at least 1080i via component video. When done correctly, this should look almost identical to 1080p output via HDMI.
The simple solution is to go with component video until such a time that your entire video "food chain" is upgraded to HDMI. You'll likely be satisfied with the results and won't be forced into an upgrade until you are ready

I'm looking for the cheapest, simplest option UNDER $40.
My TV has the following ports:
S-Video
Red, Green, Blue (Component video)
Yellow (Composite video)
Red and White (audio)
My PC has the following ports:
VGA
HDMI
USB
Headphone jack
How can I connect my PC to my TV using any combination of these jacks for UNDER $40? Is it possible for a PC to transmit video to a TV via USB or a headphone jack, into a converter that has either the RGB plugs or the red, yellow, and white plugs on the other end?

- I like how you told me the ports you have, but I like manufacturer numbers tho so I can read the manual to make sure what ports you have and what exactly what you can do.
Do you have a receiver?
- 1st hdmi cable to hdmi output on device to hdmi input on receiver for surround sound audio, then 2nd hdmi cable to hdmi output on receiver to hdmi input on tv for tv video.
- Receiver's menu -> manual setup -> hdmi setup -> hdmi audio setup -> send audio to amp (not passthrough to tv).
or
- vga cable to vga output on device to vga input on receiver, then a hdmi cable to hdmi output on receiver to hdmi input on tv for tv video.
- Receiver's menu -> manual setup -> hdmi setup -> hdmi video setup -> turn 1080 i/p scaling on and configure all the other settings.
Don't have a receiver?
- You will need a hdmi to component + R/W stereo audio converter.

- You will also need a hdmi cable, a component cable, and R/W stereo audio cables to go with this converter to hook up your devices.
Is the converter option to expensive? You can always wait until you upgrade your sd-tv to a hd-tv to go with your pc and just hook up the pc to the tv with a hdmi cable.

- This cable was designed to work with component output devices (not computer) to vga inputs on a projector (not a tv or computer monitor) that can accept the analog YPbPr color space from the vga input on the projector.
- Without knowing the manufacturer numbers on your output and input devices I WOULD NOT RECOMMEND THIS CABLE, I would read your devices manuals before recommending this cable.
- If you read your devices manuals, find out if your computer is capable to send a analog YPbPr color space out of a vga output or find out if your tv/computer monitor can accept a YPbPr color space from a vga input.
You seem worried about audio too, how is it possible that both your tv and pc don't have at least s/pdif optical or s/pdif coaxial for audio?
