Can Blu-Ray dvds play on a computer (windows vista) dvd player?

Blu-ray Discs are read with a blue laser, standard DVD discs use a red laser, that is why DVD players cannot read Blu-ray Discs.

Blue lasers have a shorter wavelength and as such can read more data in a shorter narrower groove. This allows a dual layer Blu-ray Disc to store over 5 times more data than a dual layer DVD (50GB vs. 8.5GB). The technical maximum bandwidth of audio and video combined is 48 Mbps, versus DVD's 10 Mbps. Blu-ray also uses MPEG-4 and VC-1 codecs for video which are far more efficient than MPEG-2, which is the only video codec used on consumer DVD's.

Blu-ray can carry visible resolutions up to 1920x1080 @ 24Hz progressive and 1080x1080 @ 60Hz interlaced.
DVD can carry visible resolutions up to 720x576 @ 50Hz or 60Hz interlaced.

Blu-ray and DVD are completely different, so putting "DVD" after the word "Blu-ray" is incorrect.

the 600hz tv is Plasma, but looking at the spec uses about the same amount of power as the LCD

note: tv will be used for everything, i.e xbox, blu ray, sky tv etc, watching sports

"I think you are confusing two different terms. Televisions (LCDs) today are normally built with resolutions of 720p or 1080p. That is the actual number of pixels in the screen. The higher the number, the better the resolution.
The other term is frequency and that is normally 60 Hz or 120 Hz. That is the 'refresh rate' at which the picture refreshes each second.
I do not know where you got the 600Hz term; I beleive that is a typo."

The answer I've quoted above is totally misinformed.
720 and 1080 refer to the amount of horizontal lines on the screen. Blu Ray and HD TV are 1080.
Frequency on modern TVs is either 50, 100, 200, 400 or 600Hz, these numbers being the amount of times the picture is refreshed per second. Fast moving objects look far better on a 100Hz+ set than on any 50Hz set. Panasonic do make 600Hz models.

As far as your choice is concerned, a faster refresh rate is better for gaming and sports, but 1080 is better for Blu Ray (also, a Blu Ray player upscales normal DVDs to high quality, close to Blu Ray picture quality). You say you have Sky. If you want to upgrade to SkyHD, and get many more High Def channels, you'll need a 1080p TV to take full advantage of the picture quality on offer.

So, you need to decide which uses, primarily, the TV will be used for as to which type of TV will be suit your needs.
