Answer
Build 1 is better since it has a Sandy Bridge processor and the better graphics card. If you're planning on playing the latest games, I really suggest getting at least an HD 6850 or GTX 460.

Computer #1 wins this comparison.

It has a 2nd-generation (Sandy Bridge) Core i3 processor, which is significantly better than the 1st-generation Core i3 550 on computer #2. The graphics cards are pretty close, but the Radeon HD 6450 in computer #1 is slightly better (The GeForce GT 520 and GT 420 are just updated versions of the GT 220)

For general usage and gaming, there's no difference between having 4gb and 6gb of RAM. So go with the Dell.

However, you can't really game with low-end options like the Radeon HD 6450... you'll want to replace that with a Radeon HD 6670, which is a decent entry-level gaming card. At the absolute minimum, a Radeon HD 5570.
